try the lay it on think frag free line, or the c.o. big. lemon line.. it has natural lemon oil in it and will diminish quicky and due to it being natural it should be ok for her skin

As I'm sure you already know, this is a tough subject to tackle.
One recommendation I have is the C.O. Bigelow brand. It is a natural apothecary brand. Most of the items are "unfragranced." Now mind you, that doesn't mean the items lack scent. The lemon line has a delightful lemon scent, courteous of the natural lemon oil used in those particular products. But since the scent is natural, it wears off quickly. The ingredients are top-notch, and the products are known for doing what they say they'll do. While ingredient lists cannot be found for all COB products online, just check you nearest BBW store and look at the bottles to see if there are any known ingredients in there that would bother your mother-in-law. COB has just about every product type you could want. Face and body care, hair care, hand soap, skin remedies, lip care, their famous Mentha products, their famous lemon line, etc. etc. Check out COB!
There is a 3rd party vendor carried by BBW online and at Flagship stores called 100%Pure. They use all natural, mostly organic ingredients. But that doesn't always mean non-allergenic.
BBW's True Blue Spa makes fragrance-free hand cream called Lay It On Thick. It is great! Very moisturizing, with shea butter. However, there may be other ingredients in there that may be bothersome.
Lastly, and this may be the most helpful to you, AHAVA (another 3rd party vendor) sells products for sensitive skin and specifically states they are "hypoallergenic." This is probably your best bet, although through AHAVA you will find great skincare but not scentful pampering. Unfortunately, it is the oils used in fragrancing body products that are the worst offenders of all when it comes to topical allergies.
With the exception of maybe the AHAVA products, you will have to check ingredients against things you know bother your mother-in-law. If you want to try some items, explain the situation and one of the BBW sales associates can portion out some samples to try (although if you are getting a gift, you may just have to rely on the satisfaction guaranteed policy if things don't work out). It certainly is no fun when you are excited to try a product and you find you are allergic to it, breaking out into an itchy red rash (hopefully nothing more serious than that).

My sister-in-law is too and I just got her some products by CO Bigelow. The sales lady at the store totally sold me on this Derma Remedy line for sensitive skin and then I got some lavender hand soap and lotion by that same brand. My sister-in-law loved it! It was practical and a nice looking gift.
